Government HRM
Public-sector workforce management is not commercial HR with the labels changed. Headcount is bounded by sanctioned posts rather than by budget, pay is fixed by published scales rather than negotiated, promotion depends on seniority and evaluation held over decades, and the service record has to outlive every system it has ever been kept in.
What makes this different
The central object is the service record: one authoritative history per person, spanning appointment, confirmation, every posting and promotion, leave taken, disciplinary action and eventual retirement. It is referenced for decisions taken years apart by people who never met, which is why it cannot be modelled as a profile with an edit button — corrections are entries, not overwrites.
Around it sits the establishment: the sanctioned posts an organization is authorized to fill. Vacancy is the difference between sanctioned and filled, and almost every movement in the system is really a change to that arithmetic. Systems that model employees without modelling posts cannot answer the question an establishment office is asked most often.
The third piece is authority. Who may approve what is a function of the post, not the person, and it changes with delegation, acting arrangements and financial limits. Building that into the platform rather than into each workflow is what keeps a transfer from silently carrying someone’s old approval rights into a new office.
