Citizen Services

A citizen-facing service has no captive audience and no training budget. It is used once, under time pressure, often on a mid-range phone over an unreliable connection, by someone who will not read instructions and cannot be asked to try again tomorrow.

What makes this different

The design constraint that matters most is that failure is expensive for the applicant and invisible to the organization. Someone who abandons an application at the identity step does not file a complaint; they travel to an office instead, which moves the cost rather than removing it. Instrumenting where people stop is as important as designing where they start.

Identity is usually the hardest integration. Depending on the jurisdiction it may be a national ID number, a smart card, a bank-backed eID, a mobile identity, or a document plus a photograph reviewed by a human. The platform has to treat verification as a pluggable step with a manual fallback, because the fallback is what serves the people least able to use the digital path.

Everything else follows from expecting the service to be used by people with low bandwidth, shared devices and limited literacy: server-rendered pages that work without a fast connection, forms that save as you go, plain language, and a status surface that answers "where is my application" without a phone call.

What an engagement delivers

  • Service catalogue and content model
  • Accessible, mobile-first application journeys
  • Identity verification integration and fallback
  • Payment and reconciliation integration
  • Status and notification surfaces
  • Drop-off instrumentation and reporting

Scope

What the capability covers.

The groups an implementation is scoped and phased against. Most engagements start with two or three and add the rest once the first is in service.

Service catalogue

What the organization offers, described in the language applicants use.

  • Service definitions and eligibility
  • Required documents and fees
  • Plain-language guidance
  • Multi-language content
  • Search and browse

Application & intake

Forms that survive a dropped connection and a shared device.

  • Progressive, savable forms
  • Document upload and capture
  • Validation with recoverable errors
  • Draft and resume
  • Assisted and offline intake

Identity & verification

Pluggable verification, with a human fallback that actually works.

  • National ID and eID integration
  • Document verification
  • Mobile and OTP verification
  • Manual review queue
  • Delegated and assisted submission

Status & notification

The answer to "where is my application", without a phone call.

  • Application tracking
  • Stage-by-stage status
  • SMS, email and in-app updates
  • Outcome with reason
  • Appeal and resubmission

Payments & fees

Local payment rails, with reconciliation the finance office can accept.

  • Fee calculation
  • Local payment gateways
  • Mobile money and bank transfer
  • Receipts and refunds
  • Reconciliation reporting

Support & grievance

A route for the case the process did not anticipate.

  • Help and guidance surfaces
  • Grievance submission
  • Escalation and tracking
  • Response templates
  • Service-quality reporting

Approval chains

The processes this capability digitizes.

Each is a real chain of desks with a delegation rule and a record at every step, modelled as a workflow rather than as a form.

  • Administrative request

The general chain everything else falls back to.

    1. Request submitted
    2. Branch verification
    3. Administration
    4. Approving officer
    5. Decision recorded
    6. Applicant informed
  • Document approval

A note moving up a branch, with its movement history intact.

    1. Note initiated
    2. Branch review
    3. Section head
    4. Approving officer
    5. Signed and sealed
    6. Archived
