Citizen Services
A citizen-facing service has no captive audience and no training budget. It is used once, under time pressure, often on a mid-range phone over an unreliable connection, by someone who will not read instructions and cannot be asked to try again tomorrow.
What makes this different
The design constraint that matters most is that failure is expensive for the applicant and invisible to the organization. Someone who abandons an application at the identity step does not file a complaint; they travel to an office instead, which moves the cost rather than removing it. Instrumenting where people stop is as important as designing where they start.
Identity is usually the hardest integration. Depending on the jurisdiction it may be a national ID number, a smart card, a bank-backed eID, a mobile identity, or a document plus a photograph reviewed by a human. The platform has to treat verification as a pluggable step with a manual fallback, because the fallback is what serves the people least able to use the digital path.
Everything else follows from expecting the service to be used by people with low bandwidth, shared devices and limited literacy: server-rendered pages that work without a fast connection, forms that save as you go, plain language, and a status surface that answers "where is my application" without a phone call.
