Some mandates have no product that fits them. A regulator, a land registry, a licensing authority or a public utility runs on rules specific to its statute, and the honest answer is a platform built to those rules rather than a package bent around them.

What makes this different

The first question is always whether a bespoke platform is warranted. Frequently it is not, and the better outcome is configuring something that exists. Where it is warranted, it is usually because the rules are statutory, the data is sovereign, or the process has no commercial analogue — and those three conditions are worth testing explicitly before anyone writes code.

Integration is the majority of the work. A new platform lands in an estate of existing systems, some of which are decades old, undocumented, and still authoritative for data the new system needs. Treating that estate as a design constraint from the first week, rather than an integration phase at the end, is the difference between a platform that launches and one that is still in parallel run two years later.

The deliverable is not only software. A public body has to be able to run, change and eventually re-procure the thing without depending on the original supplier — so documentation, source ownership, deployment runbooks and the transfer of working knowledge are part of the engagement rather than a courtesy at the end.
